CALL TO ORDER
-Temporary Chair Horan called the meeting to order at 5:36 p.m.
To accommodate those present, the agenda was taken out of order.
OPPORTUNITY FOR RESIDENTS TO SPEAK
Mary Gale, 105 Leverich Drive, had questions regarding the Nicotera matter (Item A. under Old Business) and about Jack Martin's role as Purchasing Agent.
NEW BUSINESS
269-299 Ellington Road, a.k.a., School Street Square
Assistant Corporation Counsel Rich Gentile initiated a discussion regarding School Street Square. An easement is needed for utility boxes, and Attorney Gentile suggested that the Town accept the easement. There are also two slivers of land that need to be deeded to the Town, and again, Attorney Gentile recommended that the town accept them on School Street and Ellington Road.

to recommend that the Town Council accept the conveyance of the
easement and the conveyance of parcels of land on Ellington Road and
School Streets relevant to School Street Square.

3 Saunders Street
Development Director Jeanne Webb initiated a discussion regarding the possibility of the Town purchasing property for use
as additional Town Hall parking.

to authorize the Town to negotiate the possibility of acquiring the property at 3 Saunders Street.

Kilty Farms – Open Space
Development Director Jeanne Webb initiated a discussion regarding the possibility of the
Town acquiring the property known as Kilty Farms for use as open space. Grants Administrator Mary Martin addressed the Committee on the grants and monies that may be available to the Town to acquire the property.

to authorize the Town to negotiate the possibility of acquiring the Kilty Farms property and to explore the possibility of obtaining monies to fund said purchase.

OLD BUSINESS
$1000 Credit re: Mr. Nicotera's bid - 55/67 Leverich Drive
Assistant Corporation Counsel Rich Gentile initiated a general discussion of the two deposits of $1000 each. Mary Gale provided a copy of the money order Mr. Nicotera used for his 1st deposit. Finance Director Mike Walsh noted that the check can be traced back to see if the Town, the State, or Mr. Nicotera received the $1000. A copy of the check will be ordered in the minutes. Chair Horan will send a copy of the check to Attorney Mike Whelton with the minutes of this meeting.
No further action taken at this time.
Bantle Road
Assistant Corporation Counsel Rich Gentile initiated a discussion of the Bantle Road issue. The town at some time in the past took easements over a land-locked parcel at/near Bantle Road. Finance Director Mike Walsh indicated that taxes at or above $10,000 is owed on the property, and the list of uncollected taxes on the property is attached to these minutes.

to recommend to the Town Council that the town not accept the offer from
Country Way Development, Inc. to convey 3.64 acres of property in the
Bantle Road area to the Town of East Hartford.

to refer the issue of any outstanding taxes on the 3.64 acre parcel to the
Tax Policy Committee.

Town-owned Land – Keeney Cove Area
Assistant Corporation Counsel Rich Gentile initiated a discussion of Goodwin College's desire to have a limited license agreement over town-owned land in the Keeney Cove are for passive recreational use. Attorney Gentile suggested a five-year license at a flat fee of $500 to Goodwin College. The license agreement limits their use, requires insurance, includes a hold harmless and indemnification clauses, and sufficiently protects the town's best interests.

to recommend that the Town Council approve the licensing Agreement
between the Town of East Hartford and Goodwin College, Inc. for the
Keeney Cove property listed and shown on the maps and documentation
included in the limited licensing agreement.
